| Public Service and Emergency Communications is one of the hallmarks of the Amateur Radio Service. The well-worn phrase, "When All Else Fails!" is literally what E-Com is all about for Amateurs. Recently, one of the public officials of my community was at a regional E-Com training meeting hosted by the FBI and they were told that when the chips are down and an area-wide emergency is ongoing your phones, radios, cell-phones and all other types of communications will not work - the solution, "Find the Hams in your community."

These include, not in order of importance, the American Red Cross, the National Weather Service, the Federal Emergency Management Agency, the Association of Public-Safety Communications Officials-International, the National Communications System, the Salvation Army, and REACT.
